Steam Room / Bath House License
Overview

A Steam Room / Bath House (Class A) is defined as a building or portion of a building used for providing a steam bath or heat bathing room used for the purpose of pleasure, bathing, relaxation or reducing, utilizing steam or hot air as a cleaning, relaxing, or reducing agent.

In addition to the specifications of a Class A steam room, a Class B Steam Room / Bath House restricts minors in the building or portion of the building by reason of age, or if the service provided by the steam room / bathhouse facility is distinguished or characterized by an emphasis on "specified sexual activities" or "specified anatomical areas." No obscene work shall be allowed.

Code Requirements

See Chapter 428 of the Saint Paul Legislative Code for information about steam rooms and bath houses.


Application Requirements

You must submit the following:
  • Class N City License Application 
  • Lease / rental agreement or proof of ownership
  • site plan
  • Written proof that each employee is at least 18 years old (if applying for a Class B Steam Room / Bath House License)
  • Required fee


Inspections

This license requires inspection approvals from the Saint Paul Fire Department (Ph: (651) 266-9090), Environmental Health (Ph: (651) 266-8989), Licensing (Ph: (651) 266-8989) and Zoning (Ph: (651) 266-9008).


Fees

The fees are $345.00 per location per year for both Class A and Class B Steam Rooms / Bath Houses.


Expiration/Renewal

A Steam Room / Bath House License will expire one year from date of issuance and may be renewed annually.
