The City of Saint Paul administers the franchise for cable television within the City. This includes enforcing all provisions of the cable company's franchise contract with the City, such as:
The current franchise was granted in 1998 and will expire in 2013. The current franchise holder in
Saint Paul is Comcast.
Per federal law, the City has a limited or nonexistent role in the regulation of the cable company's Internet and telephone services. The City does not have the authority to regulate the cable company's rates for any service other than the Basic Service Tier and the equipment required to provide that service.
The Saint Paul Legislative Code provides complete information about the terms and conditions of the
cable franchise ordinance -- Chapter 430. In addition to Chapter 430, there is also the specific
cable television franchise -- Appendix H, which directly pertains to Comcast, the City's current cable operator. The Cable Franchise also contains both
