The City of Saint Paul administers the franchise for cable television within the City. This includes enforcing all provisions of the cable company's franchise contract with the City, such as:
The current franchise was granted in extended effective April 22nd, 2015 and will expire June 30th, 2025. The current franchise holder in Saint Paul is Comcast.
Per federal law, the City has a limited or nonexistent role in the regulation of the cable company's Internet and telephone services. The City does not have the authority to regulate the cable company's rates for any service other than the Basic Service Tier and the equipment required to provide that service.

. In addition to Chapter 430, there is also the specific cable television franchise -- Appendix H
