Community Development Block Grant (CDBG) / Home Investment Partnerships Program (HOME) Funds

The U.S. Department of Housing and Urban Development provides Saint Paul with both CDBG and HOME funds. These federal CDBG and HOME funds can be used for ownership and rental developments throughout the city. The city uses the majority of these funds to meet affordability goals.

Sales Tax Revitalization (STAR)

The Neighborhood STAR Program awards loans and grants for capital improvement projects in Saint Paul neighborhoods, and is funded with 50% of city sales tax proceeds. Of that 50% program allocation, 60% of the funds is for loans and 40% is for grants. Funds are awarded annually through a separate competitive application processes. One process is held for small grants, and one for large grants and loan/grant combinations. The total amount of funding available varies annually and is generally determined in the spring of each year.
