What is an encroachment? and do I need a permit?
An encroachment is when an adjacent property owner uses the public right-of-way for purposes that cannot be reasonably satisfied on private property. Examples of encroachments are fences, rain gardens, house number signs, private utilities, areaways, building footings, tunnels, driveways, loading platforms, and stairs.
